The other day I asked whether Republicans would allow even the possibility of tax hikes on the rich to be part of the “bipartisan” discussions on how to rein in the deficit. Well, according to Grover Norquist, he has been assured by the GOP Congressional leadership that they won’t allow any such thing.Which raises a question: In what sense are these discussions even bipartisan?
