Multiple sources say Larry Phillips, a Democrat, now plans to switch his vote and side with Republicans, who want to appoint former Seattle City Council member Jan Drago as a “placeholder” until an election can be held in November. Drago lives in Pioneer Square; Constantine lives in West Seattle.
Phillips has not returned a call for comment.
